I'm not sure exactly why it says this, but that's what the yellowish neon sign says above his left arm. :-)
This guy stands at 4 o'clock on the Esplanade, and is one of the familiar landmarks that was there every year I've been to Burning Man (2005-2007). The "Time For Pie" guy is like a signpost to help you orient & find your way home. Many of the other major streets have other such beacons. Every one wildly unique.
