The tan building with the blue-green trim and the high windows is the old Harrisburg Water Works. The concrete just above the water are the steps on the eastern shore. The concrete wall, between the steps and the small water works building seals off caves that led to two houses in the city. Escaped slaves would ford the Susquehanna, and access the houses through the caves before daylight.
