The average winter temperature is -12 degrees Fahrenheit., but the temperature will dip under -30 for weeks at a time, and there is a bitter wind that makes it seem even colder. These outdoor electric outlets are found by many buildings around town. They provide power to charge car batteries and keep engines warm enough to start.
