Now that is an interesting question ... it is
neither, it is the England flag - The Cross of St.
George. The reason the question is interesting is
that there was some disagreement over which flag
the Abbey should fly so they invented their own.
What is more interesting is that they are not
flying it in this shot! I guess they must have
been commemorating or celebrating something
English at the time? I think St. George's Day
is in April, so that isn't it. The Queen's
birthday? No idea, sorry.
