Here're the main issues: WB = automatic Exposure = automatic The camera should be in Manual mode - that will prevent the frame to frame variation in exposure. Expose for the highlights, the rest will take care of itself. Don't worry about the people parts - that's all in the process of taking a gigapan in a high traffic situation.
