This drill site was about to undergo it's next round of fracking when well pressures were found to be too high.
XTO (Exxon) is flaring the well to burn off the excess gas and relieve pressure. This flaring of wet gas continued over a few days as part of the venting process to complete the well.
The EPA and Pennsylvania DEP do not currently monitor or enforce any air quality regulations around Marcellus Shale natural gas wells and facilities, since drillers are exempt from the Clean Air Act.
