That's the name of the rock units and a description of what they look like (geologists can be funny that way sometimes...) - these rocks likely formed in a coastal enviroment like a delta.
Some of the cave-like openings in this particular cliff face were used by ancient inhabitants of Utah for storage (the Fremont people).
