Fue inaugurado en el 20 de junio de 1957 bajo el diseño de los arquitectos Ángel Guido y Alejandro Bustillo, y decorado con esculturas de Alfredo Bigatti y José Fioravanti.
La torre alcanza los 70 m de altura con un mirador en la cima, bajo ella se encuentra la cripta en homenaje al general Manuel Belgrano. Por detrás se encuntra el Patio Cívico y el Propileo. En el subsuelo de este último se halla la Sala de Honor de las Banderas de América.
