The ongoing project of the Belval university campus, may be finished about 2020.
This is a 360° panorama consisting of two individual 180° panoramas, taken at a distance of 12 m, c. 38m above ground. Therefore, the overlap zone of both views is very rough.

In principle, you are right. However, the workers of these huge construction sites would have prevented my ascent of the tower on a working day. Therefore my decision to take these pictures on a lazy Sunday with as few people as possible.
